European and Regional Innovation Scoreboards (EIS-RIS 2025): drafting the Spanish national and regional reports extracting the main conclusions from the new data and the comparison of evolution over time.

RIS3 Balearic Islands Midterm Assessment

Quantitative and qualitative evaluation of the 2021-2024 evolution of the RIS3 of the Balearic Islands in Spain, analysis of the 7 criteria of the enabling condition and recommendations for its progressive adaptation towards the MFF 2028-34.

Strategies for Just and Equitable Transitions (ST4TE)

Preparatory Action of the JRC – Innovation for Place-based Transformation

A project funded by the European Parliament to explore how to apply transformative innovation to local challenges.


Goal of the project:


  • Extend the knowledge generated around transformative innovation and collected in the JRC-European Commission ActionBOOK, through a shared learning process.
  • To accompany specific regions in "experimentation itineraries" for the application of transformative innovation methodologies adapted to a specific demand.
  • Facilitate spaces for dialogue and collaboration between regions and experts for mutual learning.

I3 Instrument Support Mechanism

European Commission programme -DG Regio- to support interregional innovation investments (I3 instrument) 


Goal of the project:


  • Connects capabilities and needs from different regions to create new value chains, especially for SMEs.
  • Bringing scientific knowledge and existing technologies closer to the market by funding market-ready innovation projects.
  • It facilitates interregional cooperation and the mobilization of strategic resources, connecting more and less developed regions.
  • Training in specific skills for innovation policy managers.

S3 Community of Practice

DG Regio initiative to strengthen the implementation of smart specialisation strategies (S3) in Europe.


Goal of the project:


  • Facilitate spaces for collective learning and collaboration between regions around S3.
  • Create thematic platforms for in-depth study in vertical areas of specialisation shared by different regions.
  • Generate specialised knowledge about regional strategies (S3 Observatory).
  • Grant expert support projects for analysis and recommendations to regions on an individual basis.

My previous career path:

  • Smart Specialisation Strategy (2009): I began with Navarre's first Regional Development Strategy, MODERNA, which preceded the concept of "Smart Specialisation (S3)." I contributed to the creation of businesses and financing tools, a governance model, and a monitoring system.
  • Evaluation and redesign of the strategy (2015): I coordinated the team that renewed MODERNA, turning it into the Navarra S3 Strategy, aligning it with the requirements of the ex-ante Condition 2014-2020 and the recommendations of the experts who evaluated the strategy, improving the governance structures and the alignment of the public sector.
  • Sustainability Innovation Strategy (2021): I accompanied the evolution of Navarra S3 to S4, adapting it to the requirements of the Enabling Condition 2021-2027, incorporating sustainability as the final objective of innovation (direction), with new updated implementation programs and a suitable monitoring system for this purpose.
  • Cluster Policy Development: I supported the regional government in the design and evaluation of cluster policy. I assisted various business leaders in establishing their cluster organizations, supporting them in strategy formulation, legal structuring, and the design of initial activities.
  • Sectoral and innovation analysis: I coordinated the Sodena team in conducting 12 strategic analyses on topics such as electric mobility, food innovation, industrialized construction, and the circular economy. I collaborated with companies and public authorities, developing governance and implementation structures for them.
  • European collaboration: I participated in 12 European projects, including HORIZON EU, INTERREG EU, and ERASMUS , and contributed to a winning proposal for the Regional Valleys of Innovation (HE-EIE). I collaborated with many colleagues across Europe to build interregional links for mutual learning.
